Scope

This multiservice operations publication provides tactics, techniques, and procedures (TTP) for conducting chemical, biological, radiological, and nuclear (CBRN) avoidance. This document presents comprehensive TTP for passive and active avoidance measures. Users of this manual will be CBRN staff officers, CBRN noncommissioned officers (NCOs), non-CBRN personnel performing collateral duties as an additional duty CBRN officer or NCO, commanders and staff at the tactical through strategic levels, and civilian agencies.

Purpose

The purpose of this publication is to provide commanders, staffs, key agencies, and service members with a key reference for planning and conducting CBRN avoidance. It provides the tools for CBRN defense personnel to implement active and passive CBRN avoidance measures and supports the decision-making process. It also serves as a key source document for refining existing training support packages, training center exercises, and service school curricula.

This publication is designed for use at the operational and tactical levels, but has implications at the strategic level in the implementation of Standardization Agreement (STANAG) 2103/Allied Tactical Publication 45C (ATP-45C) and NATO STANAG 2104, Friendly Nuclear Strike Warning (STRIKWARN), May 2003. It will support command staff planning in preparing for and conducting CBRN avoidance operations. It also provides guidance to unit leaders and personnel for implementing CBRN avoidance TTP.

While many volumes have been written on the war from any number of perspectives and the“top 100 battles” have been dissected in excruciating detail, most of these 6,000 events lie largely unexplored and forgotten.

While we lament the thousands of casualties at Chickamauga, Shiloh, Pea Ridge, Stones River, Franklin, Kennesaw, Fredericksburg, Second Manassas, Gettysburg, Chancellorsville, Petersburg, et. al., I am always touched when I see an account of a minor event that states there were 23 Confederate and 41 Union killed. These“minor” events represent the shattering of 64 families, each with a story to tell of their loss of fathers, brothers, uncles and dreams.

This work focuses on uncovering and telling those stories. It is not our intent or objective to refight the war, but to uncover and document the stories of these families in the war.

We will necessarily limit the scope of our writings when we reach the major battles of’62 and ’63, but our focus will always be on uncovering as many first hand accounts as possible.

It is our intent to release on Sunday of each week an accounting of the events which occurred that week 150 years ago. We will publish this week’s volume for the Kindle on Amazon FREE for Sunday through Thursday of each week.

This volume is excerpted from our multi-volume work,“All the Battles of the Civil War” which gives a narrative account of the more than 5,000 events which occurred in the war. This work runs to more than 2,700 pages and forms the basis of our series of “Historical Sketch and Roster” volumes on each of the more than 6,000 units formed for boththe Union and the Confederacy.

We will necessarily limit the scope of our writings when we reach the major battles of’62 and ’63, but our focus will always be on uncovering as many first hand accounts as possible.

It is our intent to release on Sunday of each week an accounting of the events which occurred that week 150 years ago. We will publish this week’s volume for the Kindle on Amazon FREE for Sunday through Thursday of each week.

This volume is excerpted from our multi-volume work,“All the Battles of the Civil War” which gives a narrative account of the more than 5,000 events which occurred in the war. This work runs to more than 2,700 pages and forms the basis of our series of “Historical Sketch and Roster” volumes on each of the more than 6,000 units formed for boththe Union and the Confederacy.
